It seems we've developed an international language of institutional compassion. Heartfelt statements, urgent funding appeals and very little accountability for results. The question that almost never gets asked is the simplest one: after all the money, are more people actually recovering? If the answer is no, compassion demands we rethink the system, not just refinance it.
